1. GENERAL PROVISIONS
1.1. The Internal Regulations for the Dormitories of the Student Campus of Igor Sikorsky Kyiv Polytechnic Institute (hereinafter referred to as the Regulations) establish the conditions of residence in the dormitories of the Student Campus of Igor Sikorsky Kyiv Polytechnic Institute (hereinafter referred to as the dormitory).
1.2. These Regulations have been developed in accordance with the Housing Code of Ukraine; Order No. 1452 of the Ministry of Education and Science of Ukraine dated November 21, 2019, “On Approval of the Regulations on the Specifics of the Use of Dormitories of Professional Pre-Higher and Higher Education Institutions”; Resolution No. 498 of the Cabinet of Ministers of Ukraine dated June 20, 2018, “On Approval of the Model Regulations on the Use of Dormitories”; the Internal Regulations of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”; the Regulations on the Use of Dormitories of the Student Campus of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”; the Charter of Igor Sikorsky Kyiv Polytechnic Institute; and other regulatory legal acts of Ukraine and the regulatory framework of Igor Sikorsky Kyiv Polytechnic Institute.
1.3. Amendments and additions to the Regulations shall be approved by an order of the Rector of Igor Sikorsky Kyiv Polytechnic Institute in accordance with the established procedure.
2. ACCESS CONTROL PROCEDURES
2.1. Entry into and exit from the dormitory shall be permitted only upon presentation of a valid pass.
2.2. Depending on the category of the person staying in the dormitory, the following passes shall be issued:
2.2.1. to a dormitory resident (hereinafter referred to as the resident) — a resident pass;
2.2.2. to a guest staying with a resident (hereinafter referred to as the guest) — a guest pass;
2.2.3. to a visitor who has come to see a resident (hereinafter referred to as the visitor) — a visitor pass.
2.3. Resident, guest, and visitor passes are the property of Igor Sikorsky Kyiv Polytechnic Institute.
2.4. Passes shall be issued as follows:
2.4.1. for a resident — by the dormitory administration for the duration of the resident’s stay in the dormitory;
2.4.2. for a guest — by the Student Campus administration for the duration of the guest’s stay in the dormitory;
2.4.3. for a visitor — by the duty officer of the Stationary Security Posts Department at the dormitory entrance for the duration of the visitor’s stay in the dormitory.
2.5. Residents, guests, and visitors are prohibited from transferring their passes to other persons for use or using another person’s pass.
2.6. Residents, guests, and visitors are required to ensure the integrity and safekeeping of their passes.
2.7. In the event of damage to the physical integrity of a pass, its graphic image or electronic component, or in the event of loss of a pass, the resident (the resident whom the guest or visitor has come to see) shall, no later than 10:00 a.m. on the next working day, reimburse the cost of the pass and obtain a new pass from the Pass Office. Guest and visitor passes must be returned to the duty officer of the Stationary Security Posts Department at the dormitory entrance or to the dormitory administration.
2.8. Upon moving out of the dormitory, the resident shall return the resident pass to the dormitory administration.
2.9. The resident shall return the guest pass to the duty officer of the Stationary Security Posts Department at the dormitory entrance on the day the guest moves out of the dormitory.
2.10. Visitors may stay in the dormitory from 8:00 a.m. to 11:00 p.m. Visitors may enter the dormitory until 10:00 p.m. and must leave by 11:00 p.m. The resident shall personally meet the visitor and leave their own pass with the duty officer of the Stationary Security Posts Department at the dormitory entrance. The resident is responsible for ensuring that the visitor leaves the dormitory on time and complies with these Regulations. The resident shall personally accompany the visitor to the dormitory exit and collect their pass.
2.11. Entry into the dormitory is permitted:
2.11.1. for residents of the respective dormitory — upon presentation of a resident pass;
2.11.2. for guests — upon presentation of a guest pass;
2.11.3. for visitors — upon presentation of a visitor pass. Upon entering the dormitory, a visitor shall leave an identity document with the duty officer of the Stationary Security Posts Department at the dormitory entrance and register in the visitor log.
3. RIGHTS AND RESPONSIBILITIES OF RESIDENTS
3.1. Residents have the right to:
3.1.1. timely receipt of housing and utility services of appropriate quality;
3.1.2. unobstructed 24-hour access to the dormitory (to enter and leave it);
3.1.3. use common areas, equipment, and property of the dormitory;
3.1.4. request the timely repair or replacement of equipment, hard and soft inventory, and other items that have become unfit for use, as well as the elimination of deficiencies in the provision of living conditions, provided that residents comply with the requirements of legislation governing household and housing and utility services;
3.1.5. submit proposals and complaints regarding the work of the dormitory administration and housing and living conditions that do not meet established standards to the Student Campus administration;
3.1.6. participate in student self-government bodies at the dormitory level and be elected to their membership in accordance with the Regulations on Student Self-Government of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”;
3.1.7. through student self-government bodies at the dormitory level, participate in resolving issues related to improving housing and living conditions, the quality of work performed by dormitory staff, the organization of cultural and recreational, educational, sports and health-improving activities, leisure activities, and other matters;
3.1.8. keep pets subject to the following conditions:
- the animal is not included in the List of Dog Breeds Recognized as Potentially Dangerous, approved by Decision No. 1079/3912 of the Kyiv City Council dated October 25, 2007, “On Regulation of the Keeping and Handling of Dogs and Cats in Kyiv”;
- possession of a registration certificate or a document confirming ownership of the animal;
- possession of a document confirming that the animal has received all required vaccinations;
- written consent from all residents of the room (block);
- written permission from the head of the dormitory;
- walking the animal and cleaning up after it in specially designated areas;
- compliance with the requirements of the Law of Ukraine “On Protection of Animals from Cruel Treatment,” the Law of Ukraine “On the Public Health System,” and Decision No. 1079/3912 of the Kyiv City Council dated October 25, 2007, “On Regulation of the Keeping and Handling of Dogs and Cats in Kyiv”;
3.1.9. other rights in accordance with applicable law.
3.2. Residents are required to:
3.2.1. comply with fire safety regulations, rules for the operation of household electrical appliances, household radio equipment, electrical and gas equipment, elevator use rules, the Internal Regulations of Igor Sikorsky Kyiv Polytechnic Institute, and these Regulations;
3.2.2. maintain cleanliness, order, and proper conditions, including sanitary and hygienic conditions, in rooms (blocks) and common areas;
3.2.3. take proper care of dormitory property and use water, gas, electricity, and other utility resources supplied to the dormitory economically and rationally;
3.2.4. submit repair requests for electrical, plumbing, and other equipment and furniture in a timely manner by making the relevant entries in the dormitory registration logs;
3.2.5. immediately notify the head of the dormitory and student self-government bodies at the dormitory level of any emergency occurring in the dormitory;
3.2.6. use the assigned bed space, property, common areas, and other dormitory premises only for their intended purposes and on an equal basis with other dormitory residents;
3.2.7. ensure that duplicate keys to the room and, in the case of a block-type dormitory, to the block are kept by the head of the dormitory; if a lock is replaced, provide the relevant duplicate key(s) to the head of the dormitory within two working days;
3.2.8. compensate for any material damage caused, in accordance with applicable law;
3.2.9. upon moving out of the dormitory, within two weeks, collect all personal belongings, return the inventory items and keys provided to them, return the pass, leave the room (block) in a clean and orderly condition, settle all accommodation payments, deregister their place of residence, and sign the move-out certificate;
3.2.10. comply with the requirements of Clause 3.1.8 of these Regulations. In the event of a violation of this clause and the receipt of substantiated, repeated written complaints from residents (more than two complaints), as documented by an act drawn up by the dormitory administration in any form, the agreement for the provision of services for the use (rental) of residential premises in the dormitory of Igor Sikorsky Kyiv Polytechnic Institute shall be terminated with the resident in accordance with the established procedure.
3.3. Residents are prohibited from:
3.3.1. moving from one dormitory room to another or from one dormitory to another without authorization;
3.3.2. entering the dormitory, or assisting other persons in entering the dormitory, outside the designated dormitory entrance;
3.3.3. transferring their dormitory pass to other persons or using another person’s pass;
3.3.4. modifying, moving, or relocating inventory items and furniture from one room or premises to another, or removing them from the dormitory premises without the permission (consent) of the head of the dormitory;
3.3.5. damaging dormitory property;
3.3.6. violating fire safety regulations, including discharging fire extinguishers without necessity, using electric heating appliances or electric stoves in rooms, lighting any open fire, altering the layout of engineering networks, etc.;
3.3.7. carrying out repair or electrical installation work in the dormitory (including painting, replacing floor coverings or plumbing fixtures, installing sockets, laying electrical wiring) or interfering with electrical equipment, including repairing or modifying it, without the permission (consent) of the head of the dormitory;
3.3.8. simultaneously connecting electrical appliances to the sockets of a room (block) with a total power consumption of 2 kW or more;
3.3.9. carrying out alterations or remodeling of dormitory premises;
3.3.10. violating the conditions for moving out of the dormitory, including returning damaged inventory items, keys, or passes; leaving rooms (blocks) in an untidy condition; failing to pay accommodation fees; failing to sign the move-out certificate; remaining registered at the dormitory as their place of residence; leaving personal belongings in a room (block), etc.;
3.3.11. holding mass events in the dormitory without the permission (consent) of the head of the dormitory;
3.3.12. allowing visitors to remain in the dormitory after 11:00 p.m. without the permission (consent) of the director of the Student Campus;
3.3.13. engaging in any actions that create a danger to people's life or health;
3.3.14. consuming alcoholic beverages, including low-alcohol beverages, in the dormitory or on the adjacent premises;
3.3.15. smoking in the dormitory or on the adjacent premises;
3.3.16. storing, using, or distributing prohibited substances, including narcotic and toxic substances, or being under their influence in the dormitory or on the adjacent premises;
3.3.17. storing weapons, ammunition, or explosives without a duly issued permit and appropriate storage conditions in the dormitory or on the adjacent premises;
3.3.18. disturbing public order in the dormitory or on the adjacent premises;
3.3.19. creating unsanitary conditions in rooms (blocks) or common areas of the dormitory;
3.3.20. exceeding the permissible noise level depending on the location and time of day, including, but not limited to, using sound-reproducing equipment or other sources of household noise on weekdays from 10:00 p.m. to 8:00 a.m.; carrying out repair work from 9:00 p.m. to 8:00 a.m., and around the clock on public holidays and weekends; and
3.3.21. using physical violence, causing bodily harm, engaging in hooliganism, including fights, or applying psychological pressure (bullying) in the dormitory or on the adjacent premises.
4. MEASURES OF DISCIPLINARY ACTION IN THE DORMITORY
4.1. In the event of a violation of these Regulations, the following measures may be applied to a resident in accordance with the established procedure:
4.1.1. warning;
4.1.2. denial of accommodation for the following academic year;
4.1.3. eviction.
4.2. The procedure for establishing the facts of violations of these Regulations is determined in accordance with the procedure for establishing violations of the Internal Regulations of the Student Campus dormitories of Igor Sikorsky Kyiv Polytechnic Institute.
