In this news, we publish the most important provisions in the report of Vice-Rector for Infrastructure Development of Igor Sikorsky Kyiv Polytechnic Institute Oleksandr Myronchuk for the last year with an emphasis on the short period from August to December 2024 in the context of the Kyiv Polytechnic Development Strategy for 2025-2030.
The University has a large-scale infrastructure complex, which includes 34 buildings, 21 dormitories, Scientific and Technical Library, Center for Culture and Arts, State Polytechnic Museum, Repair and Construction Department, motor transport company, warehouses and other business facilities. The development of this complex is aimed at creating comfortable conditions for studying and working, ensuring social protection and safety of higher education students and university employees.
Shelters and protective structures
- repair and restoration works were carried out on the premises of the shelters in academic buildings No. 8, 12, 17, 21, 31;
- work is nearing completion on the creation of a new shelter in building No. 18;
- a set of repair works was carried out and additional places were arranged in the shelters of dormitories No. 8, 14, 18, 20 and 21;
- all shelters (24 objects in academic buildings and 15 objects in dormitories) and university “Points of Unbreakability” (12 objects) were equipped with Wi-Fi.
University in the conditions of power outages
- two diesel generators were connected and successfully operated, which ensure the activities of the relevant university departments in the conditions of power outages;
- an autonomous power supply system for the premises of the Scientific and Technical Library named after H. I. Denysenko of Igor Sikorsky Kyiv Polytechnic Institute, which guarantees uninterrupted operation during emergency and stabilization power outages (solar power plant with a roof storage system, generation capacity - 14.8 kW, total energy storage capacity - 19.2 kWh, 1 inverter, 4 large-capacity batteries, 34 photovoltaic modules with a capacity of 435 W each, cable products and structural fasteners);
- autonomous operation: central switching core - at least 10 hours, backup power supply of computer network nodes in all 18 dormitories - from 3 to 6 hours, backup power supply of the most critical switching nodes in the network in academic buildings 1, 4, 5, 7, 9, 13/14, 15, 16, 18, 22 - from 4 to 6 hours;
Laboratories and classrooms
- repair and restoration works were carried out in more than 60 rooms of the university's classroom and laboratory facilities;
- metal-plastic windows with a total area of 532.7 square meters were installed in the university buildings.
Repair and restoration of building facades
- the facades of educational buildings No. 18 and No. 19 were restored with the preservation of authentic panels;
- buildings of 2 transformer substations were repaired;
- part of the foundation of the educational building No. 12 was strengthened;
- the blind areas of educational buildings No. 14 and 15 were renovated.
Heating season
- in 2024, the university started the heating season on time, the heating was turned on in dormitories and buildings immediately after the relevant decision of the Kyiv City Military Administration;
- the heating system of the building No. 23 was restored after a long period of inoperability.
Development of telecommunication and information networks
- new optical data transmission channels were built in buildings 7, 15, 21 and 28;
- an optical backbone network was built in building No. 30;
- equipment of the central computer network nodes in buildings No. 1, 4, 5, 7, 15, 19, 22, 28, 30 was replaced;
- 10 GE technology (10 Gb/s bandwidth) was implemented on the main optical channels to academic buildings No. 1, 5, 15, 22, 28, 30 and dormitories No. 6, 7, 8, 17.
- additionally 147 modern Wi-Fi access points were installed in academic buildings and dormitories (the total number of points is now 349 units);
- a 12 kW/35 kWh hybrid inverter system and a UPS were purchased and installed at the central technical site to ensure uninterrupted network operation and operation in the event of a power outage;
- local networks for new computer classes were created: FBMI - 65 workstations, FMM - 34 workstations, and the School of MMI - 15 workstations;
- a new optical access technology GPON (gigabit passive optical network) was introduced to connect individual users in campus dormitories.
Campus
As of the end of 2024, 5,650 people lived on the campus of Igor Sikorsky Kyiv Polytechnic Institute, which is 694 more than in 2023.
There are 16 shelters in the basements of the dormitories, which are certified by representatives of the State Emergency Service of Ukraine and are properly equipped and staffed.
57.1% of total expenses are utility costs.
The dormitories had not been overhauled for many years, so a number of critical repair and restoration works were carried out in residential blocks, rooms, showers, restrooms, kitchens, corridors and halls.
To ensure the normal functioning of the campus, it was necessary to raise accommodation prices, which is expected to increase by 70% in 2025, allowing for more repair and restoration work and making the campus more convenient and comfortable.
Energy saving
- The Energy Management Department has identified significant energy saving potential based on the results of the analysis of energy consumption by university departments, which will be taken into account in 2025;
- an audit of the heating system was conducted, energy consumption and the mode of operation of thermal equipment were analyzed, which showed that there were annual cost overruns due to incorrect operation of heat meters (UAH 6.7 million on the campus and UAH 0.8 million in academic buildings);
- replacement of heat meters in academic buildings No. 1, 4, 5, 7, 11, 13, 17, 20, 21, 23, 24 and STB;
- based on the results of the energy audit, a strategy for modernizing the campus heating system was developed;
- heat meters in dormitories #9+11; 15; 16; 18+21; 19; 20 were replaced with modern ones with backup power;
- the university will be reimbursed UAH 1.27 million based on the results of the calculation of the estimate of financial costs for the maintenance of shared electrical networks;
- two additional agreements for two reductions in the price of electricity for the university were agreed and signed, which subsequently saved about UAH 3.7 million per year.
Improvement of the territory
- Mowing of grass and shrubs in the KPI park, which had been in a state of neglect for almost six months;
- repair of stairs on the back side of buildings 6 and 7, as well as between buildings 14 and 15;
- filling, leveling and repairing benches on the campus;
- leveling the profile and asphalting the paths in the Polyana park;
- asphalting pits on the access roads to buildings 1, 4, 6, 7, 10, 11, 12, 13, 14, 15, 16, 17, 32 and in the parking lot near building 28;
- restoration of sewer wells and installation of manhole covers;
- crown and maintenance of green spaces;
- cutting down dry trees;
- removal of accumulated garbage between the university buildings.
Engineering networks and emergency works
- more than 1,000 meters of pipes were replaced;
- a section of the heating network from the motor transport enterprise to the repair and construction department was replaced;
- more than 10,000 meters of sewerage networks were cleaned;
- the cold water supply pipeline of building No. 29 was restored;
- internal storm sewers in educational buildings No. 17, 20, 21 were repaired;
- more than 30 repairs of 10 kV cable lines were carried out;
- restored the work of problematic and inoperable restrooms in educational buildings No. 4, 7, 8, 16, 22, 35;
- emergency repairs were carried out on the roofs of academic buildings 4, 5, 6, 7, 12, 15, 18, 22, 27, 32;
Environmental and fire safety
- annual mandatory control of stationary sources of pollutant emissions into the air and control of the concentration of pollutants on the border of the university's sanitary protection zone was carried out;
- a new procedure for the removal of waste from the territory generated on campus and in academic buildings was developed and approved;
- a voluntary fire brigade was created at the university and an insurance policy was issued for its members;
- the internal fire water supply system was inspected and water was launched in the university's academic buildings and dormitories;
- fire-fighting equipment was purchased (75 fire extinguishers, 49 fire hydrants, 45 fire hoses, etc;)
- a contract was concluded and maintenance of fire extinguishers of the campus, academic buildings and all structural units was carried out;
- overhaul and current repair of the fire alarm system in dormitory No. 17; in the shelters of dormitories No. 3, 18; buildings No. 1, 2, 4, 5, 8, 9, 17, 21, 24, 25; in separate structures of the building No. 1; in the shelter of the Central Committee; in the smart shelter of the STL; in the premises of buildings No. 11, 18 and in the halls of the STL with the connection of fire alarm signals from the fire stations of these premises to the round-the-clock monitoring station of the Igor Sikorsky Kyiv Polytechnic Institute. Labor protection
During the year, the Central Interregional Department of the State Labor Service in Kyiv and Kyiv Region conducted two unscheduled inspections of the university's labor protection. The first inspection resulted in comments that were taken into account in the work. The second inspection resulted in no comments.
In 2024, laboratory studies of working conditions at 12 workplaces were conducted to identify harmful production factors. The structural units are constantly reviewing and implementing new occupational safety instructions. The company also arranged for employees to be tested on their knowledge of occupational health and safety regulations and to undergo training on the performance of work and operation of high-risk equipment.
Modernization of the motor transport enterprise
- Revenues from the motor transport enterprise in 2024 amounted to UAH 10.58 million, of which UAH 1.53 million came from external orders;
- three units of special equipment were fully restored.
In accordance with the University Development Strategy for 2025-2030, the University Infrastructure Development Plan for 2025 provides for:
1. Increase the number of places in shelters by creating new ones and modernizing existing shelters in buildings and dormitories.
2. Arrangement of inclusive restrooms in academic buildings. Installation of ramps and elevators.
3. Repair and/or modernization of classrooms and educational and research laboratories of the university, common areas in academic buildings and dormitories.
4. Renovation of engineering communications on the campus, development of a system for monitoring energy consumption and modernization of energy metering units, implementation of measures to improve energy efficiency of campus dormitories and academic buildings.
5. Installation of solar power plants with energy storage facilities to ensure autonomous operation of critical infrastructure.
6. Increase the number of wireless access points on the territory of the university. Implementation of optical access network technologies in academic buildings, dormitories, and residential buildings.
7. Carrying out measures for the improvement and landscaping of the campus.
